San Ren Tang is probably the first thing I'd try.
Another option is a formula called Cang Er San, if there's more pus than mucous
There are other formulas, Xin Yi San or Xue Fu Zhu Yu Tang, so let us know what's happening

Sorry for the super late response!
This case had been MIA for a while and I lost track of how the rabbit was doing.
It recently presented for the same chronic nasal congestion and the owner said that she never stoped giving the San Ren Tang. She feels that the nasal discharge has never really gone away, but that when given the San Ren Tang, it is less intense.
We started the rabbit on a different injectable antibiotic (Ceftiofur) and I've spoken to her about the other formulas available (mostly the Xue Fu Zhu Yu Tang as we have that in stock).
Hopefully I'll be able to keep you posted as this case continues (and the owner comes back).
