Yes, I think a Blood mover is called for here. The last case I saw seemed to need (on my one single exam) Bu Yang Huan Wu Tang (i.e. it was Wei Qi deficient). The horse was lost to follow up, but I think the owner reported the tumors seemed a little smaller. Maybe use both formulas or at least keep it in mind as an additional option.
As for Xue Fu Zhu Yu Tang, I would use the modified version containing San Leng (Sparganium) and E Zhu (Turmeric).
100g size bottles of the small animal preparation should work fine for both

what is the dosing schedule for a horse?
Your website says 2.25-4.5g bid for 480kg. Would you go the low end and use both ModXFZYT and BYHWT?

Hi there,
That should be fine to start at the low end of the dosing, and use that dose for each formula. If improvements appear but are partial, feel free to increase the doses for a better effect
