Sorry I didn't see this question until now. I assume the question is moot, but in case it's not:
Blood pressure rising on pure tonics implies the case is an excess. Adding tonics to an Excess case is like shaking up an unopened pop bottle. It just pressurizes. That would be reflected in a strong pulse.
If that's what you saw, Minor Bupleurum might be an appropriate place to start
