First and foremost, I would do a diet trial, switching the dog to a fresh food diet (no wheat) that is low carb. 2/3 meat to 1/3 vegetables works well. The dog will definitely lose weight. A significant number of "Dampness and Phlegm" seizures are due to food allergies. Even Shao Yang disharmony dogs have this issue, with even tiny exposures leaving them prone to episodes.
Shao Yang disharmony is one of the causes of the seizures. In a dog with Shao Yang and possible Damp Heat seizures, I pair Long Dan Xie Gan Tang with Chai Hu Jia Long Gu Mu Li Tang, once the diet change has been implemented. I would also add Tian Ma Gou Teng Yin. So, three formulas and a new diet to try to get control of the situation.
If the skin gets worse on that, too, then I would continue the diet trial but switch to this trio: Tian Ma Gou Teng Yin, Qing Ying Tang and Wu Mei Wan. If the hip dysplasia is a confirmed diagnosis, I would try the other trio first, though.
