Wow, that's a long list. For general lameness (including back pain) in this breed, I seem to have very good luck with Yi Yi Ren Tang (Coix Decoction), which we sell but which isn't on the site. It tonifies Spleen Qi and Blood; expels Wind Cold Damp; drains Damp; and moves Blood. The pulse certainly suggests a need to tonify and perhaps disperse, the dander a need for Blood or Yin tonification, and the activity at BL 20 the Spleen involvement. As for added points, I'd probably look at BL 40 (sedate), BL 17, and ST 36 or 37 (even).
For OCD lesions like fractured coronoid processes, etc., I would additionally use homeopathic Symphytum 30C once or twice daily.
I'd see what that does for the pain, and get a chiropractic consult as well, if you don't do that yourself.
For panosteitis, if the case doesn't respond to the above, Mercurius solubilis 30C and Eupatorium perfoliatum are considerations, as is Xiao Huo Luo Dan.
I've never been a big fan of Shen Tong Zhu Yu Tang, but it works best where there is a Wind invasion plus Blood Stasis.
