I'd wonder about Blood stasis, given its stubborn tendency and proteinaceous nature. Ultimately, I would use the response of the pulse of the patient to acupuncture to help me understand what it is for that animal. I wouldn't be surprised if you found active GB points on the dog, which improved a deep wiry pulse when sedated. If that was the case, that would confirm for me the notion of stasis (in the middle/Triple burner in particular). I'd then think of Xiao Chai Hu Tang, preferably plus Qin Jiao (large-leafed gentian) as the first thing I'd try.
If it was Spleen and Damp points that helped, I'd try San Ren Tang.
If it was Kidney points (BL 23, KI 3, BL 26) that improved a deep weak pulse, then I'd look at it as a Kidney deficiency and contemplate using Rehmannia Eight.
