Hi Donna,
This sounds like a classic Damp Heat animal. Since the pulse is not superficial and the tongue not red, we can assume the inflammation at the mucosal surfaces is chronic, not acute, and therefore would benefit from increased circulation (to remove inflammatory mediators, etc.). Si Miao San thus isn't called for here. San Ren Tang is more suited from a hemodynamic perspective, yet still has ample anti-inflammatory power. The lore surrounding the formula suggests usefulness in all the conditions you mentioned, including rhinitis and reverse sneezing. I also fits the lavender tongue.
I don't know if it fits the thrashing - I've never used it for that. But it otherwise is so broadly appropriate that I'd try it and just see what happens regarding the restless legs.
