Young Dog, Bi Syndrome And Other Changes

I have a 2 year old male cockapoo. Starting before he was 1year, the sign of rear limb lameness was seen. It was intermittent and both legs and was worse after rest and better with movement. He has continued to have these signs, usually in the rear legs. He has also had severe neck pain intermittently.In addition, he has a fairly poor appetite and not a big water drinker and his body condition is 4/9. He will occ vomit. Tramadol seems to help, metacam is not as helpful. He looks very frail. Another important finding is that his urine stream is never forceful and will somtimes just dribble out even when the bladder is full. No bladder stones present. His tongue is pale and his pulse is deep and seems very slippery.
I'm thinking there is some stasis to cause the " stiffness improves with use" but not sure how to explain the different rear leg pain and neck pain and the weak urine flow. Kidney deficiency comes to mind to explain the urinary changes but not sure how to fit it all together. Possibly kidney and blood deficiency? I was considering a tonic with moving properties and thinking of trying Bu Zhong Yi Qi Tang.
Does this sound appropriate?

I agree there are mixed symptoms here:
- shifting pain indicates Wind invasion. The neck also indicates a Tai Yang invasion, as can hind limb pains
- dribbling urination indicates Kidney deficiency, especially when the dog looks doddering and deficient in general
- improvement with movement indicates stasis

There are a couple of formulas that treat all threee symptoms: Du Huo Ji Sheng Tang and Yi Yi Ren Tang. The latter often has a weak pulse associated with it, but both may work.
